Collectively we have over a century of experience that includes significant leadership, legal, governance, technology and operations knowledge spanning all major facets of the health care industry. We serve as keynote and featured speakers at many healthcare conferences, forums, televised video programs and educational venues each year. Individually and collectively, our faculty has started and/or led a number of national, state and regional healthcare organizations and industry workgroups. These initiatives have focused on HIPAA and compliance; health information technology and exchange; electronic health records; e-prescribing; CMS quality and EHR programs; and patient engagement.


Walt Culbertson
President and Founder


Mr. Culbertson is the founder and President of Connecting Healthcare®, dedicated to healthcare administrative and clinical transactions success since 2004. He is host and producer of the local Jacksonville, FL Comcast cable program; "Jacksonville's Medical Update Show" and a featured speaker at numerous healthcare and industry conferences, forums, summits, and events each year.

Walt is recognized as a leading HIT educator and lecturer, healthcare technologist and HIPAA authority. Successful track record of helping health care providers, health plans and state, national and public/private initiatives direct their e-capabilities and migration of organizations, business practices, functions and policies toward digital healthcare and consumer engaged interactions. Mr. Culbertson is a seasoned facilitator, experienced in helping orchestrate the development and execution of collective goals and objectives among diverse stakeholders.

Susan Miller, JD
Chief Operating and Privacy Officer


Attorney Miller is a national HIPAA, HITECH Act health care expert and strategist focused on covered entities, business associates, technology companies, federal agencies including OCR, NIST and CMS, ACOs, Regional Extension Centers (RECs), Medicaid Agencies, states, and national and state trade associations. Sue received her Bachelor and Master of Science degrees in Biology from Tufts University, Medford, Massachusetts, and her law degree cum laude from Suffolk University Law School, Boston, Massachusetts.

In the past few years Sue has developed the NIST HIPAA Security risk analysis and audit tool used across the industry. Also HIPAA privacy and security tools for risk analysis/assessment, audit, breach notification and HIPAA policies and procedures, plus contingency plans, disaster recovery plans, training plans and training materials used by both covered entities and business associates.






Christopher Sullivan, PhD
Business Development Advisor


Christopher Sullivan, PhD is the CEO of HIPAA Risk Analytics LLC. The organization spent five years developing an Online security risk assessment (SRA) in collaboration with Connecting Healthcare®. Christopher is also the CEO of Image Research, a communication consulting firm that specializes in medical informatics, HIPAA privacy and security, the Meaningful Use (MU) program, the Merit-based Incentive Payment System (MIPS), Health Information Exchange, Telehealth, and health data analysis.

Christopher has three decades of experience in academics, health-related management in Florida government and health care facilities, software development, and multivariate data analysis. Christopher is an expert in CMS quality reporting programs and assists Florida ambulatory providers in completing annual CMS attestation and Security RIsk Assessment reporting.

As an Adjunct Professor, Christopher taught or is teaching courses in Public Health Informatics at Nova Southeastern University, Courses in Telecommunications and Networking in Health Care for the Biomedical Informatics at College of Osteopathic Medicine, and Courses in Health Information Management, Electronic Health Records and Privacy, and Security at Florida International University (FIU). Christopher has co-authored white papers for HIMSS, AHIMA, and the Office of National Coordinator for Health IT (ONC).
